Exning Parish Council is not the Local Planning Authority; therefore it cannot make any legal decisions on planning applications within the parish.

The Local Planning Authority (LPA) is West Suffolk Council and all planning applications and applications for tree work within the conservation area should be made to it directly.

Exning Parish Council is a consultee for all planning applications and applications for tree work within the conservation area for Exning Parish.  It receives notification of applications from the Local Planning Authority (LPA); the Planning Working Group considers the applications and makes representation on behalf of the parish to the LPA.

The latest and ongoing applications are agenda items for discussion at each meeting of the council and members of the public are able to attend to listen to the proceedings.

The LPA can only make decisions on applications using material planning considerations.

What are material considerations?

A material consideration is a matter that should be taken into account in deciding a planning application or on an appeal against a planning decision. Material considerations consist of (but are not limited to): 

Traffic

Noise

Parking

Highway safety

Overlooking/loss of privacy

Loss of light or overshadowing

Effect on listed building and conservation area

Layout and density of building

Design, appearance and materials

Government policy

Disabled persons’ access

Nature conservation

Previous planning decisions (including appeal decisions)

Overlooking/loss of privacy

However, issues such as loss of view, or negative effect on the value of properties are not material considerations
